This has been the continuing focus and thrust of the PANGASINAN STATE UNIVERSITY in the performance
of its mandated functions alongside instruction, research, extension, and production. The hallmarks of the institution's
operations and governance reflect our dynamic, and decisive response to our vision and mission statements.

DR. VICTORIANO C. ESTIRA'S TEN-POINT DEVELOPMENT AGENDA
1. STRENGTHEN INCOME GENERATING PROJECTS IGPs should make
the University less dependent on government allocations. A comprehensive and
thorough review of the operations and productivity of IGPs will be made to pave
the way for the required reforms and development initiatives. The productive
capacity of IGPs should account for at least 20 percent of all revenues at the
end of the 1st year and will grow up to 50 percent of revenue contribution by
the end of 4th year.
2. ENTREPRENEURIAL, BUSINESS AND COMMERCIAL
EDUCATION New programs shall be formulated to transform individuals
as entreprenuers, while other programs in business and commerce will be opened
in the University. Likewise, short term courses shall be formulated wherever
possible, competency certificates can be provided by TESDA thru a MOA using
skills competency tests.
3. ESTABLISHMENT OF A COLLEGE OF LAW IN
THE UNIVERSITY Considering the length and breadth of the provice of
Pangasinan and the proportion of the marginalized group of the population not
being able to send their children to study law, this project is an answer to the
administrative battle cry of poverty alleviation. This program will be pursued
in the Academic Year 2008-2009.
4. EXPANSION OF PROGRAMS TOWARD
THE MEDICAL SCIENCES The current B.S. Nursing program shall be
expanded to include related courses. This will eventually provide the strength
and opportunity to offer Doctor of Medicine Program and related fields. This
will be pursued starting Academic Year 2008-2009.
5. STRENGTHEN
FACULTY CAPABILITIES The current faculty in the various programs
shall be strengthened through, scholarships, trainings and travels to preferred
institutions in the more advanced countries in the world. Future recruitment and
selection based on potentials for growth and development in the critical
academic areas.
6. STRENGTHEN ALTERNATIVE LEARNING AND
INSTRUCTIONAL DELIVERY SYSTEMS The current activities and projects
in the use of alternative learning and delivery systems shall be strengthened
and widened to include the formulation and introduction of new curricular
programs and innovative delivery systems. Likewise, recognition of prior
learnings through accreditation and equivalency processes shall be strengthened
and expanded.
7. STRENGTHEN INSTITUTIONAL PARTNERSHIPS AND
LINKAGES The current institutional partnerships and linkages shall
be strengthened and expanded to include training institutions in the medical and
allied fields for the Medical and Nursing programs and on-the-job training in
other professional programs both in local and global labor market. Linkages
shall also be widened to include philanthropic institutions such as foundations
and donor agencies in support of the four major function of the University.
8. STRENGTHEN RESEARCH AND DEVELOPMENT
INITIATIVES The university's research and development programs shall
be strengthened by a more capable staff, and the pursuit of tangible and
economic technological transfer in instruction and in the increase of
productivity in agriculture, fisheries and manufacturing industries.
9. WIDER UTILIZATION OF THE INFORMATION AND COMMUNICATIONS
TECHNOLOGIES In both the university management and the learning
systems, the utilization and applications of the Information and Communications
technologies shall be widened to increase effectiveness and efficiency, and
higher quality of academic standards.
10. RAPID RESPONSE TO THE
NEEDS OF TECHNICAL WORKERS The migration problem specially the OFWs
or Overseas Filipino Workers shall be given due attention through a more rapid
response in their retraining, skilling, and job shifts for a more social
development and economic productivity.
