MISSION
To promote and develop quality and relevant programs and projects in agriculture
designed to equip students with technical and scientific skills geared towards increased
productivity and gainful employment and to spearhead the generation and packaging
of mature agricultural technology.
GOALS AND
OBJECTIVES
1. Develop, enrich and update the curricular offerings and courses of the college;
2. Prepare, develop and validate modules, lectures, laboratory manuals and reference
materials;
3. Undertake relevant researches on basic agricultural commodities, animals vegetables
and environmental concerns;
4. Generate, package and disseminate appropriate mature agricultural technology
to the service communities of the college;
5. Promote the social, physical, civic, and sports consciousness and value formation
among students through a more functional and conducive learning environment;
6. Engage in the massive production, distribution and marketing of agricultural
commodities like seeds, vegetables, fruit trees, ornamental plants, etc;
7. Develop processes and systems for continuous planning, monitoring and evaluation
of plans, programs and activities of the college; and
8. Strengthen and establish networking with the government and non-governmental
organizations to complement college programs and projects.
PSU STA. MARIA HISTORY
The Pangasinan State University mission is to provide service in Technical a On
June 13, 1960, the late Congressman Luciano Millan of the 5th (now 6th) Congressional
District of Pangasinan worked for the enhancement of R.A. 2430 authorizing the appropriation
of P200, 000 for the establishment, operation and maintenance of the Eastern Pangasinan
National Agricultural School (EPNAS) in Sta. Maria, Pangasinan. After six years
of operation, EPNAS was converted into a college with the enactment of RA 4178 known
as the Eastern Pangasinan Agricultural College (EPAC).
Courses offered then where Bachelor of Science in Agriculture (BSA major in Agronomy
and Animal Husbandry; and the two year Associate in Agricultural Technology (AAT).
On June 11, 1978, some
members of the faculty and staff, facilities and equipment,
and a number of buildings were formally and legally integrated to the Pangasinan State University (PSU) system by virtue of PD 1497 in the school year 1979-80 and
thus became PSU-Sta. Maria (PSU-SM). The college offered degrees in Bachelor of
Science in Agriculture majors in Animal Husbandry, Crop Science, Agricultural Education,
Agriculture Economics and Agricultural Extension.
Since it became a component college of the university, PSU-SM was able to realize
the construction and installation of more infrastructures: Post Harvest, Capability
Building Center, under the leadership of the then University President Dr. Reynaldo
P. Segui with the political will and commitment of
His Excellency Pres. Fidel V. Ramos, Sen. Letecia Ramos-Shahani, Cong. Ranjit R. Shahani and Presidential Assistant
Benjamin de Leon.
Dr. Rodolfo V. Asanion succeeded Dr. Segui as University President in 1999. Dr.
Asanion continued the development of the college by launching the Integrated Sustainable
Agricultural Farm (ISATDF) projects, improving the Post Harvest Facilities and initiating
the construction of the Knowledge Center and Tissue Culture Laboratory, which aimed
to augment the financial capability of the university and to serve the farmers in
the community.
To provide opportunities to economically challenged students, the college opened
Ladderized Programs in Diploma in Agricultural Technology (DAT) and Bachelor in
Agricultural Technology (BAT). The growing demands of agricultural communities increased,
hence, the institution offered other degree courses like Bachelor of Science in
Agricultural Engineering and Bachelor of Science in Agricultural Education to cope
with national and global needs during the later years of its existence. Recently,
it also offered Bachelor of Secondary Education major in Agricultural Technology,
Bachelor of Science in Agri-Business and Bachelor of Science in Community Development.
This School Year 2009 – 2010, the campus is offering Bachelor of Secondary Education (BSE) major in English and TLE and Bachelor of Elementary Education.
The campus was developed gracefully through the leaderships of the deans who shared
their knowledge and skills in bringing the institution in the limelight. Dr. Luz
D. Segui served as the Interim Officer-in-Charge of the college until Dr. Apolinario
G. Bautista became its first College Dean. He served a ten-year term. Dr. Bautista
was succeeded by Dr. Lydio E. Calonge (1990 – 1993) who, was replaced by Dr. Leonardo E. Monje from 1993 – 1999. When Dr. Monje became the Vice President for Research
and Extension, Prof. Panfilo Q. Repollo took his place from 2000 to 2003. Dr. Artemio
M. Rebugio became the Officer-in-Charge from April 2003 to April 1, 2004. Dr. Honorio
L. Cascolan served as the Campus Dean from April 2004 to 2006. When the college
became a component campus of the Eastern Cluster headed by Dr. Artemio M. Rebugio
as the first Chancellor, Dr. Elmer C. Vingua was the Dean of Sta. Maria. Dr. Rebugio
became a full time Campus Dean replacing Dr. Vingua after the abolition of the Eastern
Cluster. At present, Prof. Simeon C. Cabansag is the College Dean of Sta. Maria
Campus.
To date, Sta. Maria Campus’ Bachelor of Arts in Agriculture and Agricultural Education
has Level II status as certified by the Accredited Agency of Chartered College and
University of the Philippines (AACUP) and is pursuing its Level III status. The
continuous quality education, the technological and research breakthroughs and the
community services that the campus is offering to its clientele in the service area
are all geared towards the realization of the University goal of achieving its mission
for worldwide engagement.
