MISSION
The Pangasinan State University-San Carlos Campus will implement quality programs
that include a full range of agriculture, education and information technology degrees.
It will provide better opportunities for the acquisition of theoretical knowledge
and practical skills that will bring about sustainable agricultural development,
and economically as well as socially progressive community development.
GOALS AND
OBJECTIVES
Within the context of national development particularly at the grassroot level,
the College envisions to initiate rapid enhancement of science and technology particularly
those that affect technical agriculture, education and business technology.
Specifically, the Campus aims to:
1. Provide adequate foundation for the students and other clienteles on general
education and the necessary agriculture, business and technological knowledge and
skills to prepare them to become effective and competitive in a rapidly changing
global economy;
2. Prepare and produce quality graduates in education, technical agriculture and
information technology, who are equipped with sufficient skills and effective training
which promote and maximize their competencies and capabilities for productive endeavors;
3. Initiate, develop and expand research programs and activities that will generate
technologies to sustain agricultural development, support education as well as information
technology and promote entrepreneurial endeavors that can respond to local and national
needs;
4. Conduct skills training and technology seminars for extension clientele to promote
effective technology transfer and functional community-based intervention programs
and projects which encourage self-reliance and cooperative entrepreneurship;
5. Strengthen and supplement the College’s financial and technical resources through
the establishment of extensive and functional networking programs and support systems;
and
6. Promote and enhance excellence, efficiency and ethics in the attainment of the
College’s objectives and in the performance of its operations.
PSU SAN CARLOS CITY HISTORY
The Pangasinan State University mission is to provide service in Technical and Professional
Training in the Arts, Sciences, and Humanities and in the conduct of Scientific
Research and Technological Studies and Community Service. Its vision is to strengthen
and sustain
growth through a meaningful, substantive, and responsible integration
of diverse orientation and philosophy of PSU constituents and stakeholders.
PSU San Carlos Campus was among the first campuses established in the PSU System
by virtue of Presidential Decree No. 1497 which was promulgated on June 11, 1978.
It started as the College Department
of the Speaker Eugenio Perez National Agricultural
School (SEPNAS) and pioneered the offering of a two-year course in Associate in
Agricultural technology (AAT) in 1974, which was a crash program of the Ministry
of Education, Culture and Sports. In 1976, the four-year Bachelor of Science in
Agricultural Education (BSAEd) program was offered.
In 1979, it was integrated in the PSU System as a College of Agriculture. It continued
to offer the BSAEd course that directs the students towards teaching vocational
agriculture in the
secondary level. Providing an integrated elementary-secondary
education level training for the student teachers further enriched the course.
In 1980, the Bachelor of Science in Agriculture (BSA) was offered with two major
fields of specialization namely, Crop Science and Animal Science. In 1998, the Bachelor
in Secondary Education, major in Agricultural Technology replaced the BSAEd program.
A year after, the BSE curriculum had added Business Technology as another major
field of specialization. In 2002, the college has added to its curricular offering
the Bachelor of Science in Agricultural Elementary Education.
Today, after 30 years of existence, the campus has grown as a very relevant institution
in human resource development for the needs of the province, the region and the
country in general. It now offers five major courses namely, Bachelor of Science
in Agriculture (BSA), Bachelor in Secondary Education (BSE) with majors in Technology
Livelihood Education and Business Technology, Bachelor in Elementary Education (BEEd),
Bachelor of Science in Information, Communications and Technology (BS ICT), Bachelor
of Science in Business Management (BSBM) with a major in Human Resource Development
Management, and the newly offered Bachelor of Science in Office Administration (BSOA).
All these courses have been continuously and thoroughly evaluated by the Commission
on Higher Education (CHED) and retained for their relevance and competitiveness
in the job market or in the entrepreneurial arena.
PSU San Carlos has also etched a mark in the field of research and extension, producing
useful technologies and creating significant impact on the livelihood of its community
clienteles particularly along mango production, rice, corn and vegetable production,
swine and poultry raising and mushroom production.
PSU San Carlos Campus has remained a relevant institution of higher learning through
the strong leadership of its past and present administrators. Dr. Rodolfo G. Tamondong
was the first Dean of the College. Others who served as Deans are as follows: Prof.
Arturo To Bulatao, Dr. Restituta P. Dispo, Dr. Leonardo E. Monje, Dr. Melanio D.
Malicdem and Prof. Nicasio C. Garica, Jr., Dr. Honorio L. Cascolan, Dr. Dominador
N. Simon and Dr. Virgilio C. Barongan, who is the current Dean of the campus.
To date, the campus assumes a highly dynamic environment where academic programs
and activities are continuously reviewed, enhanced and improved to make them truly
responsive to the demands of the labor market and the over-all academic welfare
of the students to make their college experience remarkably fulfilling. As of 2006,
PSU- San Carlos Campus was granted by AACCUP a Level II accredited status in its
Agriculture Program which include the BSA and BSAED curricula. This year, the campus
hopes to become the Provincial Center for Agricultural Education, hence, significant
development efforts are being geared towards this goal.
Through the dedication of its highly competent faculty and staff, the PSU San Carlos
Campus continuous to move ahead and take the lead in achieving relevance and excellence
in all its functions for the greatest interest and welfare of its community clientele.
