MISSION
The college shall provide relevant and quality education in technological programs, entrepreneurship, and professional education; conduct appropriate basic and applied research; and undertake productive extension services to improve the quality of life of the people.
GOALS
1. To produce competent and globally competitive teachers as well as highly skilled technicians and entrepreneurs in small and medium scale business and industrial establishments;
2. To provide opportunities for the poor and the disadvantaged to acquire quality education to make them productive and versatile citizens committed towards improving themselves, their family and the community;
3. To promote efficiency and effectiveness of operations through a continuing program of human resources development and evaluation of programs, projects, and activities.
OBJECTIVES
1. Provide students with relevant and quality education in the field of professional education, technology, and entrepreneurship to insure their productive employment so as to improve their lives;
2. Conduct periodic review of existing curricula with the end view of enriching and updating in the same order to keep abreast with modern technology;
3. Design and develop relevant and responsive curricular programs that will meet the needs of a developing community;
4. Continuously upgrade the competencies of the faculty and personnel through closer supervision and well-planned faculty-staff development program;
5. Democratize access of poor but deserving students to quality education through
institutionally-funded and privately sponsored scholarship programs;
6. Conduct educational, socio-economic and appropriate technological researches
to improve instructional effectiveness, develop new technologies, and enhance current
work processes thereby increasing productivity;
7. Strengthen the extension services to enable the out-of-school youths, unemployed
adults, potential entrepreneurs, and the women sector to acquire the necessary skills
and attitudes for gainful employment in order to improve the quality of life in
the countryside;
8. Establish and maintain functional linkages with the public and private agencies/
institutions to bring about the cooperative and fruitful realization of the college’s
programs, projects, and activities;
9. Conduct periodic evaluation and review of the management system and processes
in the college in order to promote efficiency and effectiveness in the overall operation
of the institution; and
10. To produce graduates with the necessary skills desirable work habits and attitudes
and acceptable interpersonal and critical skills that can help in the local, regional
and national development and for them to be globally competitive.
PSU ASINGAN HISTORY
The progress of education has been phenomenal as far as the development of colleges
and universities of Pangasinan is concerned. In the mainstream of this development
and growth, Pangasinan State University (PSU) - Asingan Campus stand up as a progressive
college.
The campus history traces back in 1962 when PSU- College of Arts and Technology,
Asingan Campus started as the Binalonan High School Annex situated in the school
buildings of the defunct Pacifican Institute of Asingan. Later, the school site
was acquired through a donation of the family of the late Concha Miguel. Temporary
school buildings were constructed, so that in 1963, the school was separated from
the Binalonan High School and became the Asingan High School by virtue of R.A. No.
3995 (Approved in 1967 and authored by the late Representative Luciano Millan).
The school was later converted into Asingan School of Arts and Trades (ASAT) under
the Bureau of Vocational Education. ASAT easily expanded with the offering of post
secondary courses (Associate in Industrial Technology courses) and college degree
programs like Bachelor in Industrial Technology (BIT) and Bachelor of Science in
Industrial Education (BSIE).
On June 11, 1978, the late President Ferdinand E. Marcos issued P.D. 1497 which
established the Pangasinan State University covering all government colleges in
entire Pangasinan. With the implementation of P.D. 1497, the College Department
of ASAT became the PSU - College of Arts and Technology, Asingan Campus where Dr.
Rodolfo V. Asanion became the first dean.
During the School Year 1983-1984, “a new sister” campus was established at Urdaneta,
Pangasinan; hence, the college’s name became PSU-Asingan and Urdaneta Complex. As
a complex, administrative problems were encountered. This prompted PSU-Asingan faculty
members to sign a resolution requesting for the geographic separation of Asingan
Campus from Urdaneta Campus which the Board of Regents later granted.
In 1989, Professor Ester C. Lomboy was designated Office-in-Charge, and later as
the dean of this newly separated college. During her administration, PSU- Asingan
Campus moved to Domanpot, Asingan, Pangasinan with the purchase of a new site
which it now occupies. Thus, after twenty-six years, the school found a new location
nestled in verdant fields and a pollution-free environment. The construction of
the Agri-business Building Phase I and II in Domanpot Site of Asingan, Pangasinan
was made possible with the full support of the university management under Dr. Rufino
O. Eslao. The favorite son of Asingan then President of the Republic of the Philippines,
His Excellency Fidel V. Ramos, gave full support of the development of the present
site after he laid the cornerstone of this institution of higher learning in his
hometown. Other linkages for the landfill and elevation of the two present sites
gained support from the Office of the Governor (under the administration of the
then Governor Victor E. Agbayani).
On July 14, 1993, Dr. Leonardo E. Urbano became the Dean of the College. During
his incumbency, he worked hard for the development of the expansion site in Domanpot
by the acquisition of additional lots. With the full support of the university officials
and constituents, and national and local political leaders, the construction of
the new Central Academic Building worth ten million pesos (P10, 000,000.00) was
made possible.
With the appointment of the then University President, Dr. Rodolfo V. Asanion in
June 1999, the designation of another dean, Dr. Regildo F. Ramirez, Sr. was made
possible. It was during his term when curricular offerings expanded to Teacher Education
and Information and Communications Technology (ICT). Bachelor of Elementary Education
(BEE) and Bachelor of Secondary Education (BSE) were new courses offered in addition
to AIT and BIT. This new leadership was geared towards the improvement of the quality
of education with an emphasis on effective and efficient teachers, technicians,
and entrepreneurs.
The PSU- Asingan Campus began to enter into a phase of rapid physical infrastructure
growth with the rise of the ICT Building, the Industrial Technology (IT) Building,
and the Basketball Court under the deanship of the very prolific official, Dr. Artemio
A. Diego. He held the office from June 2001 to April 2005.
Dr. Marieta M. Escorpizo, an equally competent dean, succeeded and assumed the office
for barely eight months until December 2005. In this short period of time, she was
held responsible for a sensitive journalism and the Accreditation of the BIT program
towards its second level.
Following Dr. Escorpizo, Dr. Rodolfo V. Asanion served as an interim Chief Executive
Officer with Dr. Priscilla L. Agsalud as the OIC for Academics and Prof. Alejo M.
Sarmiento, as the OIC for Administration until PSU- Eastern Clustering was implemented
on August 2006. Dr. Artemio M. Rebugio became the Chancellor with Dr. Priscilla
L. Agsalud as the Program Dean of the Institute of Teacher Education and Prof. Alejo
M. Sarmiento as the Program Dean in the Institute of Industrial Technology.
The dissolution of the Cluster System after its operation for twenty-two months,
the campus was brought back to its former organizational structure in July 2008.
Dr. Priscilla L. Agsalud assumed the Office as the OIC Dean of the campus until
this writing. Her administration gears towards quality education, faculty and staff
development, strengthening income generating projects, research and extension services,
and Teacher Education Accreditation. She also expanded the course offering of the
college, to include the Bachelor of Science in Business Management.
